Chief Analyst


Reporting directly to the Deputy Head of AMLD, the Chief Analyst will play a pivotal role in coordinating and conducting both off-site monitoring and on-site examinations across all business sectors and industries under Cmrai jurisdiction for AML/CFT (Anti-Money Laundering/Counter Financing of Terrorism) oversight. This role involves managing the scheduling of AML/CFT inspections, ensuring they align with prudential supervision objectives, and maintaining compliance with best practices and regulatory legislative requirements.

KEY RESPONSIBILITIES:

The selected candidate will be responsible for:

  • Overseeing AML/CFT compliance of regulated entities;
  • Evaluating the risks associated with regulated entities and conducting both off-site monitoring and on-site inspections using a risk-based approach;
  • Planning, delegating, and assessing the off-site monitoring and on-site inspection processes of regulated entities to ensure their strategies align with regulatory requirements and AML/CFT best practices;
  • Preparing and reviewing inspection reports and other supervisory documents as required to achieve divisional goals;
  • Identifying and investigating significant regulatory and AML/CFT issues within regulated entities, and recommending improvements or compliance measures;
  • Referring and escalating enforcement actions following investigations into regulated entities;
  • Chairing and participating in meetings with regulated entities and auditors to ensure compliance with legal and regulatory standards;
  • Assisting in the development, implementation, and amendment of supervisory manuals and procedures to evaluate regulated entities' compliance with applicable laws, regulations, and guidelines;
  • Supporting the Head or Deputy Head of AMLD with informed and strategic recommendations as needed;
  • Delivering relevant internal and external presentations that are informative and insightful;
  • Providing on-the-job training on applicable laws, guidelines, policies, and procedures to team members and other Authority staff;
  • Managing, delegating, and supervising the work of an assigned team, ensuring performance standards are met;
  • Overseeing staff performance through coaching and addressing any performance deficiencies to promote ongoing development;
  • Assisting in identifying, tracking, and analyzing potential industry trends related to ML/TF risks and compliance history;
  • Supporting the Head and Deputy Head in identifying ML/TF risks across all regulated sectors, industries, and business lines, including assessing potential exposure levels;
  • Compiling statistics, analyzing data, and researching best practices and international standards for assessments by other standard-setting bodies.

REQUIRED QUALIFICATIONS:

  • A Bachelor’s degree in Finance, Law, or Accounting from an accredited institution;
  • At least six years of relevant experience in an audit firm, internal audit, AML/CFT compliance, or AML/CFT risk management within a financial services provider, with at least two years of supervisory or regulatory experience;
  • Accreditation in AML/CFT and/or Fraud Prevention & Detection is mandatory;
  • A relevant professional qualification in information technology and security or certifications such as CISA, CISSP, CISM, CPA, ACCA, or CA would be advantageous;
  • Extensive knowledge of auditing, AML/CFT legislation, and the Proceeds of Crime Act & Regulations, particularly within the Cayman Islands;
  • Strong understanding of AML/CFT international standards and best practices;
  • Experience in monitoring compliance with international targeted financial sanctions;
  • Exceptional analytical skills to assess ML/TF risks and the operations of financial institutions;
  • Thorough knowledge of the Cayman Islands or a similar regulatory framework, including legislation and policies related to financial institution examinations;
  • Awareness of emerging supervisory techniques, ML/TF trends, and current developments in domestic and international financial and economic sectors;
  • Proven track record of delivering results within established timeframes;
  • Excellent oral and written communication and presentation skills;
  • Proficiency in Microsoft Office applications, including MS Word, Excel, and PowerPoint.
